We are recruiting a Finance Manager


For the financial management of the MADE Rabat Project, the GFMD Civil Society Days and for potential future programmes, ICMC EUROPE is looking for a dedicated and experienced Project Finance Manager to be part of a small and dynamic programme team, to manage budgeting, compliance with donor requirements, bookkeeping, financial coordination with partners and financial reporting. Deadline: 28 July 2017


  • Planning and monitoring of project expenditures, bookkeeping, project payments, expenses and reimbursements
  • Develops proposal budgets and monitors grants, pledges and cash flow to allocate revenue accordingly.
  • Financial coordination with the programme implementing partners, including the monitoring and supervision of the Memoranda of Understanding, payment schedules and financial reports.
  • Financial reporting on the programme, including monthly production of financial progress reports for ICMC Headquarters’ Finance Department
  • Financial reporting to EC and other donors
  • Liaising with auditors to ensure annual monitoring is carried out
  • Ensuring compliance with donor requirements
  • Ensuring that procurement is done in accordance with EU policies and procedures
  • Performing any other duties as required by management


We are looking for an experienced Project Finance Manager, with the following specific qualification:

  • Bachelor (or equivalent) degree in one of the following or related areas – accountancy, finance,  administration
  • At least 2 years’ experience in finance and accounts management of international projects
  • Experience in managing EC contracts and EC financial reporting
  • Experience in budgeting is a strong asset
  • Knowledge of Belgian labour and tax laws
  • Good computer skills and experience with accounting software (ideally Navision)
  • Verbal and writing fluency in English and French.
  • Good organizational and communication skills
  • Ability to work under tight deadlines
  • Good team player and ability to work in a small office environment
  • Ability to work in a diverse work environment, with colleagues and partners from around the world
  • Have permission to work in Belgium (ICMC Europe is not in a position to obtain a work permit for applicants)


  • Fixed term contract until 31/12/2017, with a possible extension
